As it says, tried both vendors, all five types, I can eat as many as I like and no stats move, on a newly created character so nothing is capped or even increased yet.

There is a warpportal (the altar) in Neocronstruct to the Ceres Temple.
Use it and talk to "SUPER HARD MISSION GUY".
