New Launcher wont start

Hi everyone

at first, im from germany and my english is worse

I installed the new client with all components after i deinstalling nc a couple of years ago.
After doubleclick on the shortcut i receive a error message "PegasusDistributionSystem.Starter dont work anymore".
The _nclapp folder is empty except an empty "cache"-folder.

Tried it w/o AV and firewall, starting in compatibility mode, as admin.....nothing works

Have no idea to get the lancher start, cant patching or do other things.

Edit: I7 Processor, 16G Ram, 1G graphics, Win8 64

Found it:

the latest version that win8 is supporting is .net framework 4.6.1.
So i must OS upgrading to win8.1 at first, after doing this, launcher is starting.

Edit: Please change system requirements - with only win8 nc dont start.
