[R#201] Weapon Damage something is wrong

There's no secret here, the change is in the release notes.

All Weapon Families are balanced from the 'head of the family' (highest TL weapon in the family). Now those families have a higher TL head of the family, the whole family is rebalanced to bring the family in line with all weapons. This ensures all weapon families fit.
