Oh, edit function timed out, so in response to Kirk's challenge...

My guess of the scene of the wallpaper is that the runner is looking upon CityAdmin headquarters in Plaza.

Yes! I think they actually radically re-designed Neocron City itself into having more open areas in the center of the zone, and the "edges" of the city sector will have many more levels to climb up and down, and act more realistically as close-packed skyscrapers.

That scene makes me think of the Block War battle scene in the start of "Judge Dredd" where people are actually up in the buildings shooting down onto the streets and ACROSS at other people in other buildings.
