As far as I know it's free to play for anyone who created their account before 10tacle went into insolvency, PayPal or not. Inactive accounts have been activated for free play as well. Sadly, as I was PayPal, I have no means of supporting KK aside from bringing in some friends as new paying players.
New accounts have to be paid for. Click2Pay is essentially barred from business in the US, so the only current option in the US is PayByCash. Hopefully this will all get sorted and they'll have proper payment channels again so everyone can start supporting KK, but from what I know that won't happen until Black Prophecy is nearing release.
This all does mean that there's no way for you to get a free trial, and if you want to get in it's just a leap of faith in buying the game. Honestly, in my opinion, it's worth it.
Actually my friend got the 2 week free trial by using the pay by cash option, it does not charge you until after the trial period.
(To OP) However if you have no way to even setup a account with them aka Credit Card you may be out of luck. But honestly just buy the game its really cheap and you get 30 days free that way.

once you managed to open a game account, cancel subscription and playing is free (forever). this may change in february (or later),when payment options will be back, so youll have to pay a low fee by then.

neocron is a great game and me and my friends still consider it to be one of the all time best MMO's we've ever played. hopefully you get your account working. have you tried emailing KK yet like someone said earlier in the thread? good luck and keep an eye out for a neocron 3 after black prophecey!!! (ihopeihopeihope )

If they make Neocron 3 and do it right I don't think I'll ever buy another game. I'd happily pay $150 for the game and $50 a month for NC3. I know charging that would be marketing suicide, but I'm just trying to make a point about how awesome that'd be. Seriously. If they do it right I know for sure I'd be bringing ALL of my friends. Neocron is seriously the only game that I've been consistently drawn back to at least 3 times a year... I played at launch and I'm playing now. It just has that special something that no other MMO has. I can't quite put my finger on it, but you all know what I mean...

you have all the info you need now to get into neocrac, even with its low playerbase atm, its a great set of people still playing it, op wars arnet as spectacular as days gone by, but running around, killing stuff and having a laugh with everyone online makes up for it, ive been back and forth since release after playing WoW and Eve its the only game i come back to

Buy it new off of ebay, and just ask for the CD key and save on shipping.
Expect to pay 2-3 dollars.
