Yesterday me and some buddys went trough GR and got problems to use our weapons or stealth tools cause of T-C Malus.
Maybe this will help to fix the bug:
We traveled from a fortress to another outpost. Maybe the bonus will be turned to a malus after using the GR.

Are you sure this wasnt the good old 1%-bug, keeping your syn-impairment to the next relog?

I've noticed this also a few times recently. I'll GR, wait for SI to hit 0% but my T-C ended up 10 less than it should have been. I thought about it maybe being the 1% bug, but I was definately showing as 0%. As far as I know I didnt have any other skills lower than they should have been. All implants were also showing as active.
Zoning or relogging, like most every NC bugs, fixed it pretty quickly, but it's a bit of a pain in the bum.
