I have failed a mission because the NCP is busy and has been busy since last night. I have tried logging out, relogging, zoning out and nothing worked. When I failed the mission I retook it and again the NCP is busy. Not sure what to do now other than report the NExT FSM is busy...

Please raise a ticket in game and a GM will be along to respawn the affected NPC. This is a "server-side" problem, as such your re-logging etc will not effect the situation.
