Allow people to use them sooner which will allow greater variation in set ups and promote diversity in the options to set up our chars. It would also create a larger market for buying/farming them.
It would also allow PEs to use them without having this ridiculous issue of poking implants in the correct order to activate them which is the ball ache of it all at the moment.

I would be fine with this if only to stop the annoyance that pes have at times (remember playing mine and my god was it annoying when something fell out!). that or make new m5c chips designed for pes specifically which have a lower req.
