Since new characters do not get the little symp increase they used to get thanks to regeneration, they are now stuck with 0/-14 for neutral/hostile factions. This means they are not eligible even for the lowest missions and would, technically, have to do the anarchy breed missions in TH, which are virtually impossible to complete right now.
There is already a brainport thread for this issue, but imho, this is a bug and should be treated as such. I'm fine with making it a little harder to prevent all this faction hopping but this sucks. Fix it. Kthx. <3
