PE are worth less , Dieing class

They just need PE only items if they offset the lower weapon hierarchy your going to see insane tanks running around with pistol and rifle setups

not if higher tl allows for more diverse play styles due to more options. we need to buff low level psi a lot to make it count on a pe again.

balancing here should be that the psi advantage on a pe should make him as durable as a tank in one on one situations while giving him comparable damage through bringing damage of higher tl weapons down while increasing their versatility. the pe's fighting versatility stems from class broad skill set, while those of tanks/spies should come from itemization. monks need more spell variety imho.
