I remember we had that once, I think it was a bug, and I think it was fixed once.
But recently I noticed that PSI regeneration is reduced by about 20% (I timed it) when crouched.
Also it seems that Poison effects are slowed when crouching. Thats just a feel thing though, I haven't timed it.
Other effects might be affected, but I haven't observed them much - yet.

Every effect is delayed when you crouch. Buffs, drugs, stacks etc. held double aslong as they are actually do. In combination with a foreign heal sanctum it might safe your life.
For me its a feature.

How long has this existed? It seems like the way crouching slows down your movement speed is by slowing down everything, really strange.

Not everything is slowed down! You regain stamina faster while crouching. Never noticed PSI to be slowed down though, but thats what boosters are for anyway.
