Is it still true that higher combat ranks pay less per kill? If so i suggest the opposite be true. having a zero combat rank used to be good because it allowed maximum payout. I don't see how paying a higher lvl char less makes any sense.

Yeah, less money and less xp. After a certain point, no money and no xp. This is as it should be. Runners should be discouraged from taking easy kills, if for no other reason than, to allow the lower level runners to use said mobs to level up.
