Equalize requirement of tools for self and foreign implantation

It seems its still the way that to implant someone else you need a implant tool TL 30. No matter what the implant is. But for yourself you will need it up to 120 at the end. So to implant one person you have to invest much money, and that person doesn't even give you extra money :-p
It would be nice if the requiremnt would be the same, either high tools for both sides, or low tools for both sides (in which case the higher ones could be taken from the market to not confuse someone)

Maybe the implant tools could also be combined into one for both, foreign and self implantation (otherwise there would be two expensive tools one would have to buy, if you choose that both need to be high, doesn't matter if both can be low though)

I think a single, TL bound, implant tool would be the best fix for this, but two cheaper tools would be OK too.
Either way, fixing misleading (TL30 to IMP TLXX) content is always good.
