Inside the starter apt, go 1st floor near the windows, crouch until next the wall under windows, jump+forward -> you are above the windows

You can also go down in the street.

critical part : /set reset_position 1 doesnt work leaving you stuck in the street, you do the command... blocked for 2 mins .. then nothing happens. You are free to move again after that.
Logging out will replace player in entrance, but for a starter apt, it can be troublesome with new players.
