[FIXED] Scout Drones

Scout Drones seem to be not usable.

My droner can use a rk250 (which needs higher skill requirements than the highest scout drone) and at the same spot the use of a scout drone is not possible.
Trying to start the scout drone near wall produces, as intended, the message that starting failed due to unspecific reasons (or so, i use german language settings, so im not sure how the english message looks like).
Tested in various inner city sctors and the wastelands.

This has been noted. Scout drones and Kamikaze drones are currently broken.
