VLC has a heapload of codecs built in, so that is able to play it. You should be able to see what codec it is in VLC.
You can then try to find that codec and install it in Windows. That way basically any DVD creation program should be able to handle it.
An alternative could be to transcode it with VLC to simple MPEG or something.
