thats a good question. it seems that the only thing thats behind that fence is the sync to mainsewer 5. (if you come from OZ8 that is)

if you try to activate the GR you ll find the activate button marked NA.

tested this on a few apartments from via - pp. it seems you cant activate it cuz you already have a GR called apartment.

edit: you can only GR in you dont have any bonus or access to UG. LE/NON LE doesnt matter either.
