Aye, it's very unlikely we'll ever see any of these changes, to be honest. That's why they call it a wishlist ;)
1) Fix charactermovement, damagecalculation and solidify objects so there's no more clipping or bouncing health. Rework all physics to include stray bullets that deal damage, instead of just bouncing...
Capping runspeed would help a little, yes.
The clipping would not stop with a cap, a reworked netcode and/or new hardware is the solution.

Tried this because I was bored and I managed to replicate it.
Tested on two machines, 5-10 second difference on the slower, possibly a one-second difference on the faster one... :angel:
Well... maybe a runspeed cap would put sort of a band-aid on it.
