He's a spy INT cap is 100 and I'm at 96 with enough xp to get to 97 but no matter what I do he won't lvl.

So does anyone have any ideas, I've bought tones of stuff and dozens of missions and nothing.

My droner has a 96 INT and is supposed to lvl at 10 million xp except when I get to that I gain no more int xp, my total still raises as does all other stats but not INT.
