LE chip implantation restrictions?

Hi,

I remember from a long time ago that the LE could not be reimplanted over a certain rank (30)?

Is this still the case?

Also does anyone know what happens to a clan apartment if the activating character re-implants the LE?

Yeah, it's still **/30 more or less, at **/29 you can still re-implant your LE, but I can't remember if you can still re-implant it at **/30.
As for a clan leader re-implanting an LE, I was thinking that you have to complete the epic to start a clan, I could be wrong though.
