[R#198] Constant 1% synaptic impairment

I wanted to change implants after rerolling my droner to tradeskills. After unpoking last implant, synaptic impairment was stuck on 1%. Bug persisted until re-log. Dunno what caused it, but implant that caused SI to stuck was Drone Distance Interface V1.3.
Nothing critical, but can leave unpleasant experience to newcomers that will reroll their chars first time.

It's a bug that happens sometimes. Usually zoning or warping will fix it.

Very very old bug.

Relogging is usually the best solution.
