tried everything offered here didn't helped.
- performed a files integrity check
- deleted and redownloaded gamedata.dll
- reinstalled the game completely
- disabled firewall completely
- played a little bit with hadwae settings
still no luck. what else can I try?

I assume you can still start Neocron and see your characters and the client crashes on login, alright?
Try to delete the "models.tmp" - NOT (!!!) "models.pak"

no it crashes right after the start so all i see is a black screen for few seconds. also there is no models.tmp
UPD: switched hardware settings to window mode and now it starts (at least, it says that it precaching some 3d models)
UPD2: aaand it's finally started! i'll now try to switch it back to fullscreen
UPD3: switched back to fullscreen - crashes again. well, at least i can start it windowed. also for some reason alt+enter doesn't work anymore.
my videocard is: NVidia GeForce GTX 770

Sorry to resurrect an old thread here but I had a similar issue when I tried to log in just now.
I use an app called for some multi-monitor functionality and one of the things it does is if an app is opened on my left or right monitors it switches it to the center after it is opened. Once I disabled this application feature Neocron launched without issue.
I would check however you are handling windows messages on the splash loading screen if a random WM_MOVE or some other random message WM_SIZE message causes a crash.
