Weather effects reducing FPS

Hello,

Since recently returning I've noticed that weather effects are having a huge impact on FPS, in particular the rain. OP fighting in particular is rough when it starts raining as FPS drops below 20ish for me and others I have spoken to. Others also mentioned this on discord.

Please either minimize the impact on FPS or disabled this feature. I am not against having weather effects, but this is just dropping the FPS to an unplayable level, especially in wasteland areas.

it is been like this for a while, but especially in zones like cycrow it seems to always be raining, this is really making it hard to play

I've removed the heavy rain effect from all wasteland sectors.
