The quest appears to be bugged. Jones tells you to meet his contact in plaza sec 2 but the mission doesn't activate (get nothing in the mission box) and the contact tells you to go away. What gives?

Couple of questions:
Were you able to speak to Jones again?
Did he repeat his previous dialogue or respond differently?
If you didn't originally, could you please try again after performing a full relog (ESC to leave, wait a minute, login again)?
Jones repeats the same line of dialogue and tried relogging various times.
