Normalizing Low Tech Weapons

I'd really like to see some more low tech weapons usable ingame.
I had a quick glance at the damage calculation values presented @ Techhaven and I have a suggestion.

Example 1:
There seems to be a theme going across all the different Weapons:
WEP influence in Lowtech
Frequency (100): Base 10 %, M-C 30 %, WEP 40 %, END 20 %
Gets split into WEP/T-C in Hightech
Frequency (100): Base 20 %, M-C 20 %, WEP 20 %, T-C 20 %, END 20 %
The combined percentage stays the same, in this case 40%.

Now because DEX Stats are more important for fights than INT Stats, this is an indirect nerf to High Tech Weapons.
In INT you throw as much into Weapon lore as possible, but you can't do that with T-C, other DEX stats are just too important.
So having 40% come from weapon lore is more advantageous than having it 20% Weapon lore 20% T-C
Suggestion 1: Use T-C only as a Weapon requirement, so the values could look the same as with low Tech Weapons.
Note: This ist a streamlining suggestion. You can also leave it like it is. In terms of how i Intend to Balance the Weapons at the end there is no difference (so read on :-))

Across the board High Tech Weapons profit up to 10 percent more from The Weapon Base values:
Category: Pistol Combat (P-C)
Lowtech Pistol Combat:
Damage (100): Base 10 %, P-C 70 %, WEP 20 %
Aim Speed (100): Base 20 %, P-C 40 %, WEP 40 %
Aim Precision (100): Base 20 %, P-C 40 %, WEP 40 %
Frequency (100): Base 10 %, P-C 40 %, WEP 50 %
Range (100): Base 10 %, P-C 20 %, WEP 70 %
Handling (100): Base 10 %, P-C 30 %, WEP 40 %, AGL 20 %
Hightech Pistol Combat:
Damage (100): Base 10 %, P-C 70 %, WEP 20 %
Aim Speed (110): Base 30 %, P-C 40 %, T-C 20 %, WEP 20 %
Aim Precision (110): Base 30 %, P-C 40 %, T-C 20 %, WEP 20 %
Frequency (100): Base 20 %, P-C 30 %, T-C 30 %, WEP 20 %
Range (100): Base 20 %, P-C 20 %, T-C 30 %, WEP 30 %
Handling (110): Base 20 %, P-C 30 %, T-C 20 %, WEP 20 %, AGL 20 %
Suggestion 2: Why don't we use the same values for Lowtech and Hightech and just use the overall benefit percentage value in front of everything for Balance?
Handling (110): Base 20 %, P-C 30 %, T-C 20 %, WEP 20 %, AGL 20 %
Wouldn't this be much easier?

Suggestion 3: Set the overall percentage Value of Lowtech Weapons to 105% and test how the weapons would compare.
Afterwards the values would look something like this:

Range (100): Base 20 %, P-C 20 %, WEP 70 %

Does this make any sense at all?
I think at the end low tech weapons should do 3 to 4 percent less damage on target than their Hightech TL equivalent.

Quick Note for those who've realized:
The Combination of percentage Values sometimes goes over 100%
For example Pistol Combat Handling
Handling (110): Base 20 %, P-C 30 %, T-C 20 %, WEP 20 %, AGL 20 %
20% + 30% + 20% + 20% + 20% = 110%
This doesn't require any changes, as long as the values are the same for Low- and Hightech.
