CopBots outside of Plaza 1 see Scout Drone as weapon and shoot at it after a brief warning. Come on, its just flying camera.
In Plaza 1 there is perfectly fine, you can fly whenever you want. You can't use other drones though.

They also see Stealth Tools as weapons. I think that should be changed as well so that they are considered Tradeskill Tools so that:
A) Copbots don't shoot you while you're standing at GR looking at the list with your Stealth Tool out.
B) You can Stealth and then GR from a Safezone GR like Plaza 1.
AFAIK you can't damage anyone with a Stealth Tool...
