[R#2.3.21] New Fallen Angels Char starts with wrong Apartment.

I might be wrong, but form reading the Patchnotes and the presence of Mrs. Jones before it, sending me to Tech Haven. I have the impression that my new FA Chars should not start with an Apartment in Plaza 4(Daton Hale Enter A)/Plaza 3 (Sidestreet B).
I created the Chars with a fresh installation.
