Sometimes I need 0 XP for the next level, sometime 3 XP. But I never reach the next level, when I do successfull research-missions.

Relogging or restarting the game does not change anything.
Update:
I removed now all imps.
When my int dropped to ~96 i got a new level. Mysteriously my imp-stat still says (-1) after removing all imps. Something is going wrong with the implant calculation and the level cap.
I could post a screenshot, but the atm upload always fails.
Do u wear any armor with int malus?

Update: das letzte Mal konnte ich glatt einen Level in INT aufsteigen, als ich den GR benutzte und mein Mainstat durch das SI reduziert wurde. Dieses mal bin ich wieder an der Level-Grenze angelangt und der gleiche Workaround scheint nicht mehr zu funktionieren. Ich kann wieder nicht aufsteigen. :(
