It has already been stated in a previous development update that the LE will not be removed.

I like the idea that killing real people could provide you with a reward.

Killing real people usually rewards you with prison or worse.. just saying :p

Offering any kind of substantial reward for killing someone and all you will get is "WTB rank 65/** runner to kill. Rez provided." Just as it was when you had to kill enemies for the epics.
