The first options allows continueing the Cyperpunk/postapocalyptic concept. The second one would rather be an Sci-Fi setting, and doesn't give much room for Player exploration (as the martian colony is limited in size). The third option also would be Sci-Fi, but has no endtime or post-apocalyptic setting that Neocron has.

I believe in common sense, among that is media lives from most terrifying headlines and fear. However, since that is not related to NC3, I think we can get back on topic again ;)

( but for that I would say that the problem with governments is they plan for the wider population and above all the economy - they may know of the evidence is that it will affect many people harmfully, but they decide to write that off as "acceptable casualties" rather than say a city area cannot be used as uninhabitable... governments don't care about people, only POPULATION when it comes to disasters, it is a numbers game sadly. :( )

Of course there is a lot more dangerous stuff going on than they will release to the media, and I wouldn't trust water and food grown anywhere near the site of the disaster. However the actual radiation across the country has dropped down to the normal levels of background radiation.
As an example of normal radiation btw, there's the fact that a lot of fruit and nuts are highly radiactive. A truck loaded with bananas can set off some radiation alarms. Just to put the radiation from such a meltdown in perspective:

standing in the townhall of the town where the meltdown occured during the 2 weeks after the accident (so total exposure), is the equivalent of a thousand bananas. Which is 500 times less, than the USA allows its workers to get on a yearly basis. so on a week by week basis, the USA allows its workers to be exposed to 5 times the amount of radiation year after year than a person would have gotten directly after the accident very close to the actual accident. (these last calculations are irrelevant of whether or not you believe in the calculations of the BED, since they are based on absolute radiation numbers, simply translated to BED).
So in short then, Biglines > you... :D
