I'm always thinking the wastes aren't used enough... so my suggestions try to counter that - and are a mishmash of previous ideas, so sorry in advance if I swiped them from you :angel:
I've tried to stick to things that could probably be achieved without a huge investment of time or effort (though this is just a guess, could be way off the mark)
Move the MC5 commander spawn-point to just outside the door of the MC5 Command Unit. That should be a nice easy switch that will liven up MC5 farming :D

More use of height in the wastes; cities with genuine benefits and ops on huge plateaus only accessible through a thin, winding path or with flying vehicles. Huge, sector spanning planes way high up should make things more interesting.

High-level dungeons 'leak' mobs into the surrounding area

Mobs can be any rank - say between +20% and -20% of their central rank as standard; aggies could be from rank 26 - 39. Their size would be dependent on their rank. Allow for creation of all mobs up to rank /127 for events
Dissie fires one blob per shot :D
MC replaces all instances of END as a modifier for melee weps, lore modifier is removed in favour of MC taking up more of the weight
Noob area in the wastes, not that easy to get to, which is an integral part of the noob experience by way of a mission taking you there. This holds sellers selling 1-2 slotted items up to TL25 (but no PPU stuff), and a collection of dungeons with insane spawn for noobs, encouraging teamplay.
Substantially decrease the "drop that weapon" time, and remove all guards from the centres of most sectors.
WoC5 (Four? Three?) people become amused at the petty faction struggles, and can become no faction. They could fight anybody with impunity, but also be ganked by anybody. Their SL and Symps would always be 0 (or 10, or 20, whatever, reasonably low) unless they opted to join a faction again.
Outpost bonuses feed back to their faction HQs, non-stacking.
