Yes it would, If we assume that it's factors would be extrapolated from the TL3 and TL55 heal (tl weighted middle) then a TL 30 heal would do 10.1 at 100%
with the very same 50PPU (even if you can't use it at that point yet) you'd get 58.7% on the same 80 condition, which would heal for around 5.9. A definate increase against the ~3.9 of the TL3 at 81% with same condition and same skills.

Well i was the last days very deep within all those numbers, to try (and in the end succeeeded) to discover how all the resistance formulars work in detail. Which needs to find out how the damage (heal is only a damage type) is done in the first place, so excuse me if that is a bit to dry.
However we found some surprisings, and hope you all will have better numbers (including shields) for the resis in NSkill when the discoveries are included in the calculations.

I cant say i have seen anyone receive a faction reward... Now theres one person i can think of straight away that will have most probably received one...
The point is there are numberous people existing within the community now that seem to roleplay and support their factions to no end, and for what? Sure they may enjoy doing it but surely they should be rewarded for their hard efforts?

The 'battlefield' sectors in DoY seem to be wasted so maybe make use of them in some way?
Many sectors are 'wasted'.
What we need is a means by which people need to visit them more often.
Making missions other than the citycom ones that are of decent reward would get people moving around more.
You could impose a necessity to run a cirtain mission for your faction per week, but that might annoy people. Though if factionless play was better implemented it could work.

i had an idea for a woc apu spell when i was inside chaos caves
a poision spell just like the creepers that does 1 poision stack per hit and for it you need 1x needle which can be looted from minions and creepers, does poision damage and piercing damage, any thoughts?

Mobs can be any rank - say between +20% and -20% of their central rank as standard; aggies could be from rank 26 - 39. Their size would be dependent on their rank. Allow for creation of all mobs up to rank /127 for events

Noob area in the wastes, not that easy to get to, which is an integral part of the noob experience by way of a mission taking you there. This holds sellers selling 1-2 slotted items up to TL25 (but no PPU stuff), and a collection of dungeons with insane spawn for noobs, encouraging teamplay.
Substantially decrease the "drop that weapon" time, and remove all guards from the centres of most sectors.
WoC5 (Four? Three?) people become amused at the petty faction struggles, and can become no faction. They could fight anybody with impunity, but also be ganked by anybody. Their SL and Symps would always be 0 (or 10, or 20, whatever, reasonably low) unless they opted to join a faction again.
Outpost bonuses feed back to their faction HQs, non-stacking.

Of course it can be outdated with armor but then this weapon should have NO effect on people that wear a Tank PA because its freaking Thick metal and a Small 9mm cant penetrate it. A plasma Pistol should make it without problem.

No armor just clothes have no negetive effects
Kevlar gives protection from balistic weapons but makes slower and the aim should be slower too.

Spys would also have a decent role as low armor sniper or Mr 47 Killer With bombs who attacks from the shadow
The Price decide everything in NC 3 there are Machineguns But the ammo and weapon is expensive. The atmosphere would become MUCH darker since death is easy to get. Clans and Factions would become much more importend
Trader
First. Every trader could skill to pistol or bombs without a problem (not very high but ok for selfdefense) Weapons from shops or epics are considerd in NC 3 The Best. Unfortunalty also Very expensive.
The Resser
The resser would be changed to Copy a weapon or tool He needs to make a Blueprint agood computer for his technical drawings. better computer better results. A noob would start with no computer he would have paper and pen and is to stupid to understand how a Automatic Pistol works. He starts to built tools and stuff for the starts and too the end he can make nukes. (what needs MUCH time) The blueprints come on a Disk. This disks should be Expensive and differ in size and Lifespan but once owned it can be copyed as much as someone like.
The Conster
Builds the stuff from a Technical drawing. the quality depends on his Skill the Blueprint and the Material. Yes material. There should be a choice what to take as meterial. Wood Metal Plastics and so on. In a little minigame the conster can decide where he uses metal and plastic. So the price weight style and quality of the weapon would be decided. Metal and rare materials should be the RARE parts in the game. For example only the richest person in NC could affort a Golden Gun.
The recycler
he will be Rich depends! he is infact the only one who can supply the conster with materials and chemicals. he can Make ammo and collects after a fight the bulletcases or when leveling the metals from dead machine mobs. to collect it needs a skill so not everybody can loot very good. A stupid tank would find nothing in a warbot.

The name say it all. A doctor that cures wounds or can make with doping drugs he needs a laboratory to Create his items. If a Player is wounded or dead he has some time to heal them or revive them (infact very BF2 Like). To create drugs and stimulants he needs to have also Chemicals that comes from the recycler or (expensive and incomplete since drugs are banned) from shops.
So we are in the next part
Mobs...PVE
Not all god damn animals should be aggressive. Dogs for example dont just bite people. and tehy dont live in sewers. rats run away and so on. So except some mutant animals there should be no threat. Mutents are infact the easyest mobs They are when unarmed easy to kill and when armed still easy because they cant aim very well.
A freaking warbot should be considerd the worst enemy of all. Its a WARBOT for Gods sake!
Its a Mech 10 Meters high with Ion cannons and rockets. It should be VERY VERY hard to kill them. Its Build for war so it should have high armor too. The only efficient way to kill them would be mines.
Loot
Would be what the Mob \enemy is from. When the enemy carry a gun. It should Drop a Gun but Only recycler could make the IOn Cannon of a warbot Out This Loot has to go to the (HIGHSKILL) resser and then tothe (HIGHSKILL) conster in order to make a normal weapon from it. But Human enemys would drop what they have a gun/sword/whatever
Weather
Its the nuclear apocalypse so the outzones and wastes HAVE to be radiated Only with a special suit u can walk deep into them and not for a long time. U need shelter and decontamination after some time. Cars or specially tanks should be safe from radiation. Rain should increase the radiation. The Night should be Dark as possible. You can feel storm pushing u and so on.
and last but not least PVP
The PvP will undergo changes There will be a much deeper need for clan and teamwork since weapons characters and skills are so woven together that a good coordinatet mix will result into victory. Slow machinegun tanks need protection from flankings and melee rushes the protection comes from stormtroopers with light guns or Swords. cars will play a bigger role because U can make a Driveby And use ur car in the City to come from A to B Tanks would be the ultimate weapon on the battlefield expensive and very hard to built (collecting metal for a TANK will take LONG time).
The Outpost should bring credits or resources. So it will give a Very big advantage to the owner There will be 5 Different outpost styles
1 Small Town.
Few shops and houses Give not much money but can be safespot for a clan. Houses can be rented to other players (a NPC rents the appartments) So the citys will be near lvling spots
2 Powerplant
brings MUCH credits more People on server means more Credits for the clan owning it
3. Factory
CAn produce things in massproduction. For example guns but needs resources to work and blueprints have to be specially made for produce in factory what is hard to do.
4. Military Outpost
its pointless because it give no capitalistic advantage. But it should be positioned near Key locations so if somebody owns one in the canyon it will be Impossible for a single person to walk by it (if a enemy Faction Owns it) So there will be tension about this outpost because they can block entire factions in movement. That means there will be a fight for them. The Outpost are very hard to conquer.
5. Mine
Like the name say it. A mine. There different mines for different minerals Only a recycler can work in them to get metal whatever. there will be iron gold uran mines.
The fight about the outpost will be different too. Ther is no UG where the enemy cant go in. There is only a timer and a war decleration If war is decleared on the outpost the enemy team has excactly 1 Hour time to Kill every enemy in the Outpost When all enemys are dead the attacker wins. If the defender get exceeds the timeline the battle is over and they cant declare war on this outpost for 18 hours (realtime). there will also be some a newsboard in the city so everybody knows if somebody win or loosed.
PK and LE
Because new characters HAVE a chance to survive there will be no LE but there will be a punishment for killing a normal Citicen that has no criminal record (yes thats also there and hackers can manipulate them) the punishment can (dont have to 3 strikes rule)be severe because it can exclude people if they behave like psychotics from entering the city that makes decontermination Only possible in a outpost. This will prevent the most from killing N00bs (and the real PK player have to live with the consequences) a noob who atatcks somebody else will also get a criminal record.
This ONLY applies in NCPD controlled areas. In pepper park or outzone is no surviliance.

So that was my little idea about a NC 3 or how NC 2 should be from my point of view it would give the game a huge jump into dystopian Cyberpunk and would make it realistic without killing the fun.

Okay, I'm really sorry, but I think your ideas are incredibly terrible. You're suggesting that they completely change Neocron to be a completely different, simpler, and stupider game. There's nothing wrong with the general ideas behind (pretty much the entirety of) the game, just a small handful of bad implementations. There is absolutely no call for making ammo ridiculously expensive, and getting rid of heavy, and psi combat.
Your idea to make pa's protect against all damage types just makes it simpler and stupider to make a setup.
The idea is not for making setups to be easy. The idea is for setups to be so diverse in their possibilities that there is obscurity in what setups are the best, and so that people can choose what suits them best. (Even if that is a coward-ass disruptor spy).

Sir, have you ever even done any pvp in Neocron? You mentioned Battlefield 2, and having a vague idea of what that's like, it seems to me like you want Neocron to be BF2, which is stupid, since BF2 already exists.
I must admit much ideas are inspired from BF2.
BF2 is a game with millions of players and a near Perfect balance
NCis a game with 100s of players with a great story a great community and the best skill and lvl system i ever saw.
I dont think it would be bad if the best things of both games would join together. Its also a Idea for NC3 not NC2
Another idea:
Top run speed should be achieved only through acceleration. For example, a runner can only reach their top speed after running constantly for (x) amount of time, which should be the same duration accross the board. When a runners stops running or switches to walking the acceleration should reset. This will mean that a runner will need a larger stamina pool or lots of stamina boosters to remain at their top speed for longer.

It's still here now and the suggestions get grander and grander), I do at least hope that all the classical RPG style cobat system goes away and we get proper hit-scan and projectile weapons, immedialty getting rid of most of the clipping/lag bullshit in this game.
