What do i open patch files with?

some how my patch files(individual) got associated with photoshop patterns, and i need to know how i can run em so i dont have to dl patches through game bandwidth

You just download them and stick them in the Neocron/patches directory (c:\Program Files\Neocron\Patches\) by default. Then run Neocron as normal and it will pick them up and install them.
