[R197] Character creation process failed

[T#185] Thread Title <- This denotes an issue on the Test Server at Patch Level 185

Character creation process crashes after Faction is selected. Client hangs for several mins. Prompted if use wishes to try tutorial . Regardless Yes or No --> Hangs on Requesting Character Info screen. Only option is Alt-F4.
Result: No character is created.

This has happened for every creation attempt.

Log files and no errors are reported.

How can this be reproduced? Every time.
