I had a droner who was 80 dex after implants (80.93 dex to be exact) and he was able to use the RK-500 drone (81 Dex required). It seems that the game checks the rounded stats for equipment but the UI drops the remainder, which can lead to cases where the equipment is not red but checking More Info on the equipment highlights the roundeed stats in Red.
