[00661]Mission timers wildly inconsistent

So a few missions have timed events in them. You have to talk to an NPC, wait for a while, then talk to them again.
The actual times taken by these are all over the place.

I recall first time doing the Regant PA (follow up) run. I had to wait over an hour before Ol' Dirty Conster would give me my set, while watching other people in the clan walk past me to collect theres.

I've done the NCPD mission with a team, and we've had one person (form a team of 3 I think with the mission) being told by the girl that we still have to wait for Rose, despite all having initiated the timer at the same point, and us already having killed him once.
