After death, there is a chance your synaptic impairment may not go the full way to 0 percent. It either hangs at 2 or 1 percent or shows 0 percent with the same inhibition if you had 1 percent impairment.
A quick workaround for players is to either sync into another zone (which usually works), or to relog.
