[00898][R#185] Requirements not fulfilled, items not red

Did see this on my monk and my newbie spy.

DEX 24 (+4)
Experimental Mind Control CPU V.2.1 requires DEX 25.
The CPU is not red like any other unusable item.

This also happened with all TL95 supporter psi modules.
PSI 94 (+xx)
Psi modules were not marked as unusable.

My spy can actually use a DEX 54 drone and he has DEX 53.

I have heard that certain armors work like this as well. Makes me curious if this happens only to items that have had the req's modified.
