Are there any programs or sites I can use to make a rare database?There's the online rares database that Chumble gave you a link to, or (if you have Microsoft Excel) you can use the RPLE (Rare Parts List English) that is linked to in my sig.

I just started using StryfeX's spreadsheet tonight, and it's quite nice.
