Beam of Hell Cap stats

Yo guys.

Just wondering what the Beam of Hells Capped stats look like.

I have 185 PC and a 120 dmg 120 range 120 freq and a 115 handling Beam of hell.

I'm not 100% if this caps it but I get something like 89 range
and 85 freq.

But I wasnt sure of this because on my TT epic i get 95 freq Capped
and something like 190 Range capped.

Someone care to explain lol cause its confusing.
