18 is correct. the lower numbers are the squares of the upper numbers... but backwards ie 4*4=16......9*9=81 .

looks like 18 to me

Took me a decade to work it out, but the numbers on the bottom are reverse squared of the top numbers....

5 x 5 = 25 ->> 52
8 x 8 = 64 ->> 46
9 x 9 = 81 ->>18 ;)

'turning around' isnt exactly a mathematical method .. so dont be too disenheartened ... people make this sorta pap up for 'iq' tests on the web
