no you need a registry thingy...

[HKEY_LOCAL_MACHINE\SOFTWARE\NVIDIA Corporation\Global\NVTweak]
"Coolbits" = dword:FFFFFFFF
"NvCplEnableHardwarePage" = dword:00000001
"NvCplEnableAGPSettingsPage" = dword:00000001

it enables more options, d3d vsync is one of them

Vsync caps your graphics cards output at the refresh rate (framerate) of your monitor. Turning it off will cause the graphics card to process frames needlessly as they will be thrown away by the monitor. Either that or (with older monitors) the monitor will attempt to draw all of them and you will get graphical defects such as tearing in your game.

The fact that the game tells you that you get more fps with this turned off is meaningless, the extra frames are thrown away and never used.
