Well there was an idea where you pay for the mail you send and the person who you are sending it to must read it for you to get a refund. This would be better because it would make spammers lose alot of money due to junk mail filters :)

Wouldn't work. In order for companies to seriously think twice about spamming, it would have to cost enough (way more than a peny each) to make people think twice before sending a mail. Defeating the object and function of email really.
