Recycle Requirements

Yesterday I increased my recycle to 36 in order to recycle some ray-gun rifle ammo, but then I noticed I didnt have the right tool with me (ie I had a tl30 recycle tool) - so that got me slightly annoyed.
Soon after, I died and went to Yo's in P2 to get myself a tl55 tool. With synap + my recycle much lower than 36 at the time (in the 20s) I tried to recycle the ammo, and it worked?

So what recycle do you need for each TL of ammo? Does it effect the amount you can produce or something? I always thought you needed same recycle as the tl of the ammo. Or is it some kind of bug that you can recycle in synap?

Well, with implant you can imp up to your original TL even with impairment, maybe its the same with recycle?

Also..with tools.. isn't the higher TL the recycle tool the better the "quality"? Like with repair tools? Or am I completely wrong?
(Obviously doesn't apply to cst tools.. maybe res?)
