As the title says, all items storebought should be maxed quality.
The reason why I say this is because. The only reason to buy them from the shop now is to be blueprinted and remade. If game had a real economy that effected NPCs, the shops couldn't stay open because they wouldn't make enough money to stay open because the weapons are shit. I think the main reason a constructor should make weapons is for slots. Something you should rarely get buying them from a NPC for like 30k or so. At the moment it cost more to buy them at poor quality than to get them remade at capped quality. So when n00bs come into the game at first, alot might not know they have to get the weapons remade so they can be decent for leveling, so they will try and level with these poor quality weapons and might get turned off from it. At least if they have capped quality weapons it might actually seem like a decent weapon. PSI spells should stay the same quality because they are decent, and you dont really have to worry about slots for mods. The only thing this would effect is helping out n00bs more. Thats all.
