Skillmanager?

Could someone give me a link or something to that skillmanager...I have it but I can't remember where I got it from...anyone have a link or something?

yeah dude...I looked there...I don't speak german, it makes no sense to me...and in the tools section there are like 4 things called "skillmanager" or a variation of that word...do you know which it is?
