There is a few more buildings jsut north of the t section in the road. Took me a while,b ut he is in those standing ontop of one of the buildings. Looks like a trader but he has a name, though i forget what it was.

You dont get a drug, you get a blueprint. you need someone to make for you.

Its for the Reveller. NEXT epic car. returns to ASG if destroyed, super cheap to repair in the ASG and has very good armor.

But TBH I prefer the hovertech/wheeler for speed and Rhino for armor.

Still a nice item to have though.

Western Most City entrance....Takes you into OZ9 i think Go through OZ9 to OZ3. The Garage there has a Hurler in it thats where you will find your Guy....Kill the Hurler so you can talk to the guy..
