Ok, out of game my refresh rate for my monitor is 100. My question is can I set the ingame refresh rate to 100 too?

if you using XP then there are some tools that fix the ingame refresh rate and i think the Nvidia driver have an override option build in.

Click start menu then Run... and type dxdiag and hit enter. Then select the "More Help" tab and press the "Override" button and enter your refreshrate.

On XP:

Display Properties -> Advanced -> Monitor

This tab will show you what frequency your refresh rate is running.

Your monitor's owner's manual or online literature will let you know what your monitor is capable of doing.
