There is an NPC at Gaia giving out the ethic chips for the PA4 run.

Why? The chips aren't hard to get especially for monks in PA3.

I haven't played my droner in months - no point till KK fix drones. I'm mostly a rifle-spy these days and occasionally a PPU, a Tank or a Pistol-spy for variation.

I got the PA4s (as curios) without any difficulty and without an NPC.
