There were three ingame anouncements by me on each Server. So maybe you haven´t seen it while beeing busy. ;)

I've been logged on for hours and never saw it. They do still use the red admin chat to announce it right?

My chat log goes back to 9:58pm my time, and it is now 2:16am my time. I searched the entire log and its not there.

Well, the server went up as soon as the announcement went down.

So it's been up for around 5-10 minutes.
